  • Both new applicants and current license holders must apply, regardless of their nationality in the Philippines.
  • Public transport operators, fleet managers, and franchise owners are also required to register.

  • Diplomats, tax-exempt individuals, returning residents, and government workers are also covered under this process.

Requirements for Online Registration

To sign up for the LTO online portal, applicants must have their details recorded in the system database, such as:

Internet Connection: Active and stable.
Perfect Device: Desktop, laptop, tablet, or smartphone.
Valid Email Address: Required for account creation.
Active Mobile Number: For communication & account security.

For individuals who already have a license but have not yet created an LTMS account:

  • Personal Details such as Full name, Date of birth, Gender, Mother’s maiden name, and Emergency contact
  • Official Receipt Number (or mother’s maiden name if the receipt is unavailable).
  • Driver’s License Number and Expiry Date.

For foreign residents, the following details must be provided:

  • Alien Certificate of Registration (ACR) Number & Expiry Date.

    For First-Time Filipino Applicants

    If you are applying for the first time, you will need to provide the following details:

    • Full Name

    • Mother’s Maiden Name

    For Existing License Holders

    If you already hold a valid driver’s license, you will need to enter the following information:

    • Your driver’s or conductor’s license number along with its expiry date.
    • The official receipt number, or your mother’s maiden name if the receipt is no longer available.
    • Confirm your nationality (Filipino or non-Filipino) before proceeding by clicking “Next.”

    For Alien Residents

    Applicants must provide the following information:

    • Alien Certificate of Registration (ACR) number
    • ACR validity or expiry date
